Wilfredo Murillo: “The objective of this group is to promote joint initiatives aimed at strengthening the legal sector in Peru”

Our partner in Peru, and President of the Legal Sector of the Services Union of the Lima Chamber of Commerce (CCL), Wilfredo Murillo, is interviewed by La Cámara. During the talk, he makes interesting notes about the current situation of the legal sector in Peru.

Maribel Huayhuas, the interviewer, begins the interview with a very direct question about the current state of the legal sector in this country. Wilfredo explains that “in the last 10 years we have seen how the legal services industry and its players (law firms, notaries, alternative providers) have experienced constant double-digit growth”. This is because regulations have increased, both for individuals and legal entities, leading to a higher demand for legal services. “However, with this growth, not everyone focused on institutionalizing their organizations or professionalizing their business models (…). They seek to drive the discussion and take concrete actions. A clear example is the creation of the Legal Sector of the Services Union of the CCL”, he adds.

Wilfredo defends that “one of the strengths of the industry is that it is the only one that interacts with all economic sectors, besides being one of the few that will always remain operative”.

Peru’s legal sector during the pandemic

When asked about how the global pandemic has affected this industry, Wilfredo explains that “from our research, we have detected that there are, according to Public Registries, more than 1,600 companies that include in their corporate name the words ‘lawyers’, ‘legal’ and ‘law firm’, in addition to suppliers oriented to this industry (marketing consultancies, technology providers, lawyer recruiters, etc.). There are about 200 other companies and, according to the Ministry of Justice, there are 543 notary offices.”
COVID-19 has affected all sectors, and the legal sector is no exception. The main axes of its transformation, according to our partner’s point of view, are:
  • Acquisition of base technology for its operability, such as video conferencing platforms, cloud systems, management platforms or hardware and software for working from home.
  • Training and coaching work teams for the use of new tools and remote work.
  • Reduction of fixed costs.
  • Increased investment in management consulting and marketing.

Turnover by the end of 2021

“According to our conversations with the various stakeholders, most of them indicate that there has been a slight recovery and we estimate a growth of more than 15% compared to 2020,” says Wilfredo. “Now, the turnover estimate we provide is based on two sources: the companies that appear in the ranking of the 10,000 most important companies, where there are about 50 legal services companies; and the other companies with an estimated turnover of between S/100,000 and S/350,000 per year. So, we could say that, to date and with the information we have, we are an industry of about S/. 1,500 million “, he concludes in response to this question.

Creation of the Legal Sector of the Services Union of the CCL

As President of the Union, Wilfredo answers that “it was created for three reasons: its importance for the country’s economy, its constant growth and the absence of an association to impose the competitiveness of companies and actors in the sector”.
The objective of this grouping is to promote joint initiatives that always have the strengthening of the legal sector in Peru in mind. In addition, they must be based on bringing together all those who stand out in this industry, “to develop and enrich the activity through the transfer of knowledge and the implementation of best practices to contribute to the development of the sector; and, in particular, to contribute to the change of perception of the role of the lawyer”, adds Wilfredo.

Work plan

Among the first activities that will be carried out from the Union during the first year, one will be to develop institutional events to address the existing problems of the sector and their solutions, as well as “issuing analysis and comments on rules or relevant activities for the legal sector in Peru; developing working tables to address problems, such as bureaucratic barriers; promoting the implementation and standardization of Compliance for legal services companies; reviewing the training curriculum for lawyers; supporting digital transformation and innovation in the legal industry; and the presentation of a research on the legal market,” Wilfredo concludes.
